I am contacting you to call for the immediate and unconditional release of Rinchen Kyi [仁钦吉], a former teacher at Sengdruk Taktse Middle School in Darlak County, Golog Prefecture, Qinghai Province. She is currently in detention in an unknown location.

Rinchen Kyi was arrested in Golog Prefecture on 1 August 2021 and charged with “inciting separatism”. No reason has been given for her arrest and there is no public evidence of her having committed any crime. Her arrest follows the forcible closure of her school in July 2021.
Following her arrest, Rinchen Kyi was taken to Xining, then transferred to an undisclosed location two days later. I am concerned that her disappearance leaves her at risk of torture and ill-treatment.

I urge you to use your position to:

- Immediately disclose the whereabouts of Rinchen Kyi to her family and work to ensure that she is released from prison as promptly as possible and without conditions on her freedom.

- Ensure that Rinchen Kyi is not subject to torture or any form of ill-treatment so long as they remain in prison.

- Ensure that while you are working for her release, Rinchen Kyi is permitted visits from family members, access to a lawyer and any medical treatment that she may require.

I am contacting you today to express my grave concern at the detention of Rinchen Kyi [仁钦吉].

Rinchen Kyi is a Tibetan and former teacher at Sengdruk Taktse [森珠塔克泽] Middle School in Darlak County [达日县], Golog/Guoluo Tibetan Autonomous Prefecture [果洛藏族自治州], Qinghai Province. She was arrested on 1 August 2021 and charged with “inciting separatism”.
 
No reason has been given for her arrest and there is no public evidence of her having committed any crime. Her arrest follows the forcible closure of her school in July 2021.

Following her arrest, Rinchen Kyi was taken to Xining, then transferred to an undisclosed location two days later. I am concerned that her disappearance leaves her at risk of torture and ill-treatment.

I urge you to immediately relay my concern to the Government of the People’s Republic of China and the Provincial authorities in Qinghai. In particular, I urge you to raise the following key points:

- Rinchen Kyi must be released from detention as promptly as possible and without conditions on her freedom.

- So long as Rinchen Kyi remains in detention, she must not be subject to torture or any form of ill-treatment, in keeping with international law and China’s own constitution.

- So long as Rinchen Kyi remains in detention, her location must be made available to her family and she must be permitted visits from family members, access to a lawyer and any medical treatment that she may require.

I am looking forward to your immediate action on this case.
